REL Strategies is a woman-owned consulting firm that helps government agencies, nonprofits, and mission-driven organizations strengthen leaders, improve systems, and advance impact.

Founded in 2020, REL Strategies brings together organizational learning, evaluation, strategy, and leadership development to help organizations understand what’s working, identify what needs attention, and make informed decisions about what comes next.

We believe meaningful improvement begins with understanding. Before recommending something new, we take the time to understand an organization’s context, people, priorities, and existing evidence. This allows us to design practical solutions that reflect both what the data show and how the organization actually works.

Our role is not simply to deliver a report or recommendation. We help clients make sense of complexity, strengthen their capacity to learn and adapt, and translate evidence into action.

Jennifer L. Charleston, PhD, PMP

Founder & Principal

Jennifer L. Charleston is an evaluator, strategist, facilitator, and organizational learning and leadership development consultant with more than two decades of experience helping organizations understand complex challenges and translate evidence into action.

Her work spans program evaluation, organizational learning, strategic planning, organizational and leadership development, facilitation, research, and performance improvement across government, education, nonprofit, and community settings.

Jennifer brings together rigorous analysis, strategic thinking, and a strong understanding of organizational context. She is particularly skilled at helping leaders make sense of complexity—connecting data, stakeholder perspectives, and organizational realities to identify what matters most and determine what comes next.

She holds a PhD in Education Policy and is a certified Project Management Professional (PMP). Through REL Strategies, Jennifer leads a network of consultants and strategic partners assembled to meet the specific needs of each engagement.
